Why Use the Portal?

It facilitates a fast, efficient and cost-effective way of obtaining extensive information on standards, conformity assessment requirements, and other trade-related technical regulations/laws
It assists exporters and other stakeholders to know, understand and meet standards and technical requirements of the products of their target market(s);
It allows stakeholders to review and comment on the TBT notifications by the WTO and draft PNS developed by the BPS.

Who's behind the Portal?

The S&C Portal is administered by the Department of Trade and Industry’s Bureau of Product
Standards (DTI-BPS), which is the National Standards Body of the Philippines and the WTO TBT Enquiry Point of the country.
It was set up with technical assistance of the Republic of the Philippines - European Union (RP-EU) Trade Related Technical Assistance (TRTA) Programme and the USAID’s Economic Modernization through Efficient Reforms and Governance Enhancement (EMERGE) Project, with support from the Philippine Exporters Confederation Inc. (PHILEXPORT) and the Philippine Chamber of Commerce and Industry (PCCI).

BPS Testing Center optimistic to achieve ISO/IEC 17025 accreditation
The Department of Trade and Industry’s Bureau of Product Standards (DTI-BPS) Testing Center looks forward to receiving its ISO/IEC 17025 accreditation for its Appliance Testing Laboratory with the positive assessment results reported by the Singapore Accreditation Council (SAC) Senior Manager and Team Leader Lee Ham Eng (seated 2nd from L) and Senior Engineer Bernice Lau Wee Nee, Technical Assessor from TUV SUD PSB Pte Ltd (seated far L). After the assessment’s closing meeting, DTI-Consumer Welfare Undersecretary Zenaida C. Maglaya (seated center) extends her appreciation to the SAC assessors and  bpstc_audit2.jpg congratulates DTI-BPS Officer-In-Charge Cirila S. Botor (seated 2nd from R), DTI-BPS Quality Management Representative (QMR) Emmaline C. Vitug (seated far R) and the DTI-BPS Testing Center engineers and staff for a job well done.

BPS Testing Center working towards ISO/IEC 17025 accreditation
Aiming for recognition of its Appliance Testing Laboratory’s technical competence and credibility, the Department of Trade and Industry’s Bureau of Product Standards (DTI-BPS) Testing Center has applied for ISO/IEC 17025 accreditation to the Singapore Accreditation Council – Singapore Laboratory Accreditation Scheme (SAC-SINGLAS).  SAC-SINGLAS Senior Manager Lee Ham Eng, the lead assessor (seated far R), together with its technical assessor Senior Engineer Bernice Lau Wee Nee from TUV SUD PSB Pte Ltd (seated 2nd from R) conducted its verification assessment last 09 July 2010. bpstc_audit.jpg
DTI-BPS Officer-In-Charge Cirila S. Botor (seated far L) oversees the assessment while BPS Testing Center Manager Engr. Gerardo P. Maglalang (far R standing) together with Engr. It is a virtual one-stop information gateway that facilitates a fast, efficient and cost-effective way of getting relevant information on Philippine National Standards (PNS), WTO Technical Barriers to Trade (TBT) Notifications, and other trade-related technical regulations, wherever and whenever you need it.

It links users to various regulatory agencies, trade and industry associations, and international, regional and national bodies involved in promoting and facilitating export and other trade-related activities worldwide.

More importantly, the S&C Portal enables all stakeholders to participate in the country’s standardization and conformity assessment activities, particularly in providing comments on draft standards and proposed technical regulations issued by WTO members.

Together with globalization are developments in regional cooperation and an increasing number of regional free trade agreements. These dramatic changes in world trade combined with increased global concerns for health, life and safety protection of the environment have affected the needs of consumers and have altered as well the regulatory and standards landscape.
