III. PRODUCTION CAPACITY
Holiday decor products are basically handcrafted, that is, not heavily geared towards machine processing. Therefore, it is very difficult to measure industry output as rated capacity hardly applies to the sector.  Increase in volume orders could easily be met since there are a number of subcontractors located where raw materials are easily available.

IV. FACTORS OF PRODUCTION

A. Raw materials, intermediate goods, components inputs

a.) Local

Abaca, sinamay, raffia, buri, vine stems, capiz, pine cones, and other indigenous materials, hand-made papers, metals etc

b.) Imported

Fabrics, ribbons, glitters, paints and other finishing materials and accessories.

B. Labor
Since most of the firms started as cottage industries, production operations are nearly one hundred percent (100%) manually without any small time-saving tools and equipment that would optimize the use of valuable labor and craftsmanship. For training of workers, the industry still depends on the handing down of skills from one generation to the next and on-the-job-training.

C. Packaging Materials
The industry uses polyethylene bags, plastic bubble bags and carton boxes for packaging. Corrugated boxes with Styrofoam pads are usually used for breakable and fragile decors.

Exports of Holiday Decors registered a negative growth rate of 12.04% for the period 1999-2003. Top products were  other articles for Christmas festivities which accounted for US$52.85 M ( 97% share), followed by other entertainment articles including  carnival articles; US$ 0.98 M (2 %) and articles for Easter activities; US$ 0.74M (1%).
